The Real Estate Section, Assets Services Division, Infrastructure Services Department of the City of Greater Sudbury, requires a Real Estate Appraiser. The successful candidate must possess the qualifications and perform the duties, as set out below. The current range of pay for this position is $30.93 to $38.00 per hour (subject to review) (market adjusted rate).
QUALIFICATIONS:
-Successful completion of a university degree from an accredited Canadian university and Accredited Appraiser Canadian Institute (AACI), and/or Canadian Residential Appraiser (CRA) from the Appraisal Institute of Canada with a current recertification under the continuing Professional Development Program.
-Over five (5) years up to and including seven (7) years of directly related experience in a municipal setting.
-Must possess broad experience in appraising properties for expropriation purposes.
-Knowledge of applicable legislation and related regulations.
-Knowledge of horizontal linkages to other relevant governmental levels and services as well as the private sector.
-Ability to communicate effectively and possess effective interpersonal skills.
-Demonstrate and proven ability related to microcomputer software applications and administrative systems (i.e. word processing, computerized spreadsheet applications, information input and retrieval, AutoCad, G.I.S.).
-Excellent use of English; verbally and in writing.
-French verbal skills desirable; written skills an asset.
-Satisfactory health, attendance and former employment history.
-Must be physically capable of operating a vehicle safely, possess a valid driver’s licence, have an acceptable driving record, and personal insurance coverage.
DUTIES:
UNDER THE GENERAL SUPERVISION OF THE DIRECTOR OF ASSET SERVICES:
1. Perform appraisals associated with acquisition and disposal of property in accordance with the Canadian Uniform Standards of Professional Appraisal Practice of the Appraisal Institute of Canada.
2. Prepare terms of reference to obtain independent appraisal assignments, obtain quotes or prepare RFP’s in accordance with CGS’s Purchasing By-law and assign work.
3. Evaluate reports against terms of reference and Uniform Standards of Professional Appraisal Practice, ask for amendments if required, review invoices against quoted fees and approve for payments.
4. Advise the Real Estate Co-Ordinator on matters of real estate appraisals.
5. Perform the valuation for the cash in lieu of park land dedication required under the Planning Act by the Committee of Adjustment.
6. Perform the valuation for the park land to be transferred to CGS as a condition for the approval of plans of subdivisions.
7. Establish and maintain proper records in accordance with CGS’s Retention By-law and the requirement of the Appraisal Institute of Canada.
8. Prepare market rental surveys and other similar surveys required to provide assistance to CGS staff in establishing market rents.
9. Keep abreast of market conditions and trends, socioeconomic activities, Federal, Provincial laws and regulations, and Municipal standards, codes and by-laws affecting real property.
10. Maintain liaison with peers and professional associations within the province and at a national level to ensure consistent application of appraisal services.
11. Represent CGS as an expert-witness in various litigation proceedings related to real estate matters before courts and administrative tribunals such as Ontario Municipal Board or Assessment Review Board.
12. Review evidence relating to real estate matters presented by opponents in litigation proceedings to assist legal counsel in court preparation.
13. Receive, record and file mail, log action taken, retrieve appropriate background material in accordance with established procedures.
14. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
15. Perform other related duties as required.
